2027 Marketplace open enrollment is here: what's changing

Posted · By the Benefits Made Simple author

Open enrollment for 2027 Marketplace health plans started on November 1, 2026. Here is a short roundup of what's new, as of November 2, 2026.

The dates

HealthCare.gov says open enrollment runs November 1, 2026 to January 15, 2027. Enroll by December 15 for coverage that starts January 1. If you enroll December 16 through January 15, coverage starts February 1. Some states run their own sites and may have different dates.

Premiums are up again

KFF reports that average benchmark silver premiums are rising 13% for 2027, after a 26% rise from 2025 to 2026. In HealthCare.gov states the increase is 11%; in states with their own sites it's 16%. KFF says most enrollees get a subsidy that cushions the increase. But people with incomes above 400% of the federal poverty level no longer qualify for premium tax credits and pay the full cost.

CMS says more than 75% of HealthCare.gov shoppers will still have access to a plan with a premium at or below $50 in 2027. It also says the average shopper can choose from about 100 plans and five to six insurers, and that every HealthCare.gov shopper has access to HSA-eligible plans.

Fewer insurers in some areas

KFF counted 11 insurers leaving at least one state for 2027 and 7 entering a new state, as of October 29, 2026. Cigna is leaving the individual market in all 11 of its states. If your insurer is leaving, you'll need to pick a new plan.

Tax credit rules are changing

  • No cap on paying back extra credit. KFF notes that starting with the 2026 tax year, the limits on how much some people repay are gone. If your income ends up higher than you estimated, you could owe more at tax time.
  • Some lawfully present immigrants lose eligibility for the credit in 2027, under the 2025 budget law, KFF says. Examples include refugees and asylees. They can still buy a plan at full price.
  • New proposed IRS rules. On October 14, 2026, the IRS announced proposed regulations (IR-2026-121) to carry out these law changes. The IRS says they would limit the credit to U.S. citizens, U.S. nationals, and certain lawfully present noncitizens beginning in 2027, and add new verification checks. These rules are proposed, not final. The Federal Register lists a comment deadline of November 30, 2026.

Court cases paused some changes

KFF says lawsuits have put several new Marketplace rules on hold for 2027. For example, a rule that would have shortened open enrollment to nine weeks was vacated.
